The Common Council is the City's legislative body. They may pass ordinances, orders, resolutions, and motions for the government of the City, the control of the City's property and finances, and the appropriation of money.
Five members are elected by voters from each district, and two members are elected as at-large members. The Clerk-Treasurer is the clerk of the Common Council. The Mayor participates in Common Council meetings in a non-voting manner, and the City Attorney serves as the Council's legal adviser.
